With reference to your letter of the 20th ultimo (21971) forwarding a copy of correspondence relative to the Rule made by the Governor of Hong Kong restricting the number of Petroleum Tank Ships discharging at one
time,I am directed by Secretary Sir Matthew Ridley to
acquaint you for the information of Mr. Secretary
Chamberlain that the Rule to which objection is taken,
appears to him to be a good one,and he does not think it
desirable that it should be rescinded, especially on such
very inadequate grounde as there are shown to be by
General Gascoigne's letter of June 5th.
The printed enclosures which accompanied your
letter are returned herewith.
